During Monday department hearings, Bloomington Corporation Counsel Beth Cate said she is unsure if negotiations will conclude by the scheduled budget adoption in October.

Mayor Hamilton said this budget is designed to maintain city reserves of at 4 months of operating expenses as the pandemic continues.
