Three people were fatally shot and two were injured Sunday evening at an Indiana mall after a man with a rifle opened fire in a food court and an armed civilian shot and killed him, police said.

The bodies discovered Tuesday night are those of Kyle Moorman, 27, of Indianapolis, and his children: 1-year-old Kyran Holland, 2-year-old Kyannah Holland and 5-year-old Kyle Moorman II.

The department said its decision to implement fees for video requests followed a year of data collection and costs evaluation.
