The bill requires pet stores to register with the state before selling dogs. Breeders and brokers must meet a canine care certification program developed by Purdue University. There are exceptions to that requirement for smaller breeding operations.

HB 1412, which would wipe out nearly two dozen local ordinances across the state, would impose new rules on pet stores and require them to register with the state.

The city's Animal Care and Control is providing on-the-spot approval to people willing to provide homes for shelter dogs for 1-2 weeks, after police seized 68 animals from an illegal breeding operation.
