Man sentenced 28 years for 2022 fatal shooting at Kinser Flats

Kendrick Webb was sentenced to 28 years in jail for shooting and killing 28-year-old Bloomington resident Tyshawn Carter.

Webb pleaded guilty Thursday morning to voluntary manslaughter, a Level 2 felony. A charge of illegally owning a gun was dismissed. 

Webb has accrued two years and three months in jail credit. 

According to eyewitness reports, security camera footage and police interviews, Webb entered Carter's bedroom at Kinser Flats Apartments in the early morning July 27, 2022. 

Webb reportedly got into an argument with Carter before firing a handgun into his head. Carter was dead when police arrived at 4:50 a.m. 

On Aug. 10, Bloomington detectives and members of a U.S. Marshals Service task force tracked Webb to an apartment in Melrose Park, Illinois, where he was arrested. He was taken to Cook County Jail and later transferred to the Monroe County Jail.
