The woman was taken to a local hospital where she told investigators she was shot in her car as she was backing out of a driveway on North Maple.

Bloomington police officers found the 42-year-old victim with a gunshot wound to his upper chest near the Wheeler Mission in the 200 block of South Westplex Ave.

Councilmembers questioned the city’s cost estimates, saying they needed a more detailed breakdown and more time to review the proposal.

The department said in an emailed statement that the arrest followed an anonymous tip and interviews with two others that led to a search warrant.
