A face familiar to Bloomington politics is aiming to make a return by running for an at-large city council seat.

Andy Ruff, a one-time Bloomington City Council member and U.S. Congress hopeful, filed paperwork Tuesday for common council at-large, according to county documents. He is running as a Democrat.

Ruff ran for election to the U.S. House of Representatives for Indiana’s 9th Congressional District but lost to Trey Hollingsworth in the November 2020 general election.

Ruff served five terms on Bloomington City Council before losing in the 2019 city primary.

Ruff is a Bloomington native and has worked as a county employee, a community organizer, a high school science teacher and an academic advisor at Indiana University Bloomington at the College of Arts and Sciences.

Ruff earned an undergraduate degree from Cornell University and a teaching certification and master’s degree in public and environmental affairs from Indiana University.
