City utilities violated EPA requirement for drinking water testing

City of Bloomington Utilities violated an Environmental Protection Agency standard by failing to report samples of a type of drinking water contaminant in April. 

The city said the required monthly sample of total organic carbon in the water was not reported to the Indiana Department of Environmental Management because of a shipping error.

That constituted a violation of an EPA rule requiring those results to be reported. The incident was reported to IDEM in early March, according to the city. 

City utilities is required to regularly monitor drinking water for specific contaminants, including total organic carbon, to ensure it adheres to the EPA’s health standards. 

In a press release this week, the city said there was never an issue with the quality of the drinking water — and if there had been, customers would have been notified immediately.

“CBU is vigilant in maintaining and generally surpassing the most rigorous water and wastewater quality standards,” Utilities Director Vic Kelson said in a statement. “This small aberration is the first in the last two years, and we detected and addressed it promptly. Although the level of potential impact is minimal, CBU is committed to sharing information with the community about the safety of both our wastewater and our drinking water.” 

Since the notice of violation for April was received, the city says water treatment plant staff submitted total organic carbon samples for May that are “well within the acceptable reporting range.”
