Carmichael to step down as deputy mayor; Hamilton names replacement

Bloomington Mayor John Hamilton has named a new deputy mayor as his term nears its end.

Assistant City Attorney Larry Allen will take over the role on July 29, replacing Mary Catherine Carmichael, who is stepping down later this month.

Allen has served as a city attorney since February 2018 and has been involved in various local initiatives including the Hopewell development, the Trades District, annexation and the city’s zoning code, according to the mayor’s office.

He will earn an annual salary of $120,913.

Allen previously worked as a deputy attorney general for the State of Indiana.

Allen is a Bloomington native and graduated from Bloomington High School North. He earned a bachelor’s degree from Olivet Nazarene University, a Master’s in Public Affairs from Indiana University’s O’Neill School of Public and Environmental Affairs, and a Juris Doctor from IU’s McKinney School of Law.

Carmichael became deputy mayor in January 2023, taking over for Don Griffin. Her salary was the same as the one Allen will earn.

Before that, she was the city’s communications director from 2016 to 2018 and public engagement director from 2018 to 2022.

In a written statement, Hamilton thanked Carmichael for her service to the city.
