City partners with SCCAP to support low-income families

In the CARES money sent to SCCAP, there was some set to spend on their own organization. But a majority was required to be spent in the community. Riou said distributing it to area nonprofits who know the populations they serve was a good way to connect with service providers and ensure vulnerable populations are served.

Bloomington is partnering with the South Central Community Action Program, or SCCAP, to distribute $1 million to low-income families. Half is earmarked for relieving medical debt and the rest will cover menstrual, childcare and housing expenses.

The city said in a press release that SCCAP will launch its debt relief program in the first quarter of 2024.

The money comes from the city’s Economic Equity Fund, which the city added to its budget last year to help lower income residents.

Around 18 percent of Hoosiers have medical debt in collections, according to the Consumer Financial Protection Bureau.
