Shipman is facing several felony charges including Dealing in a Controlled Substance Resulting in Death, Dealing a Schedule 1 in a Penal of Juvenile Facility, Trafficking with an Inmate, and a prior count of Operating While Intoxicated.

State police say that on December 26, 2023, jail officers delivering breakfast found Jeanne Ross, 54, unresponsive, and attempts to revive her were unsuccessful.

ISP Sargeant John Davis said state authorities believed Ross died of an overdose. He said he did not know what substance or substances Shipman provided.

Orange County coroner Benjiman Farris said that the suspected cause of death was a fentanyl overdose, while the manner of death remained undetermined.

It wasn’t immediately clear if Shipman had an attorney.
