IUPD captain and his husband face felony theft, fraud charges

An Indiana University police captain and his husband are facing fraud and theft charges. 

A Bloomington manufacturing company reported 38 transactions totaling more than $32,000 in losses tied to 33-year-old Robert Casad. The company, Innovative Surgical Designs (ISD), makes medical equipment pieces and parts for Nexus Firearms. 

The largest charge is from Sept 5, 2023, when he allegedly signed an $8,000 check to 3C Properties, a company owned by his husband and IUPD captain Christopher Collins, 38. Police say the check was placed into the business account but was moved an hour later to Collins’ personal account. 

Collins has been employed with the IUPD since 2009.

IUPD learned of the charges against Collins on May 30, IUPD public information officer Hannah Skibba said. He is on administrative leave until the outcome of the case is decided. 

Casad was a bookkeeper at ISD for more than two years. The charges span his employment, from October 2021 through October 2023. Charges include checks written to himself, Zelle transfers to his personal account, and unauthorized purchases on the businesses’ cards. 

Both men have bonded out of jail. Casad is out on $5,000 surety, Collins is out on $2,000 surety, and both are out on a $500 cash bond, each. 

Collins is facing two charges, one for fraud and one for theft. Casad is facing 13 charges of fraud and theft. All are Level 6 felonies.  

Collins and Casad could each face between six months and two-and-a-half years in prison if found guilty.
