Bloomington's mayor agrees with criticism from lawmakers of he and other local leaders opposed to property tax caps being written into the state constitution. Mark Kruzan said it's not unfair to say mayors in some communities affected by gradually declining property tax revenue have been remiss in getting their message to voters. Kruzan said some mayors, like Fred Armstrong in Columbus, have been much more vocal than others.
"I think it's happening in many places," Kruzan said. "I don't think it's happening as much in communites like this where we aren't seeing the pain yet. And we don't know what that pain will be. It may not be at all."
Kruzan said it shows a lack of confidence on the part of both parties in the Indiana General Assembly and Governor Mitch Daniels to argue that tax caps -- which are already state law -- must be amended into the constitution so future legislatures would have a more difficult time eliminating them.
