In his 15th State of the City address, Mayor Fred Armstrong laid out what he'd like to see happen in Columbus during his last two years in office. The mayor recaps the speech's highlights and lowlights and gauges reactions to what he called an address with "a lot of bad news." But the mayor admits to not penning the speech himself, but rather piecing together an outline for one of his staff members.
