Poverty Rates in Indiana

One in three Vigo County children lived in poverty in 2009, according to the Annie E Casey Foundation, and Terre Haute Mayor Duke Bennett says the city is doing all it can to get businesses to move back into the area to alleviate the poverty.  The question remains as to what should be done to reduce Indiana's poverty rates. How can we target all aspects of the poverty problem to make progress?
