Diplomat David M. Malone

Three things matter in the foreign policy of any country. The first is history. The second is geography: where you sit determines what policy you develop. And third [is] capability.

David Malone is Rector of the United Nations University in Tokyo, Japan, where he holds the rank of Under-Secretary-General of the United Nations. A former president of the International Peace Institute, he is frequently quoted on international affairs, especially relations between the United States and the United Nations.

Dr. Malone previously served as president of Canada's International Development Research Centre, a funding agency that supports policy-relevant research in the developing world. He has published extensively on peace and security issues. His books include The UN Security Council: From the Cold War to the 21st Century and Does the Elephant Dance? Contemporary Indian Foreign Policy.
