Kilroy’s on Kirkwood tried to stop a member of the Monroe County Alcoholic Beverage Board from voting on its license renewal because of alleged bias.
A motion for recusal filed on behalf of Kilroy’s on Kirkwood with the Indiana Alcohol Tobacco Commission accuses local board member Katharine Liell of being biased against Kilroy’s during a May renewal hearing.
The motion says she demonstrated her bias by changing the order of proceedings and allowing those opposed to the license renewal to state their case first. The petition also claims Liell has a longstanding friendship with the remonstrators and helped coordinate their presentation. It accuses her of allowing hearsay testimony during the hearing.
But the state denied the recusal request, saying the allegations are insufficient to disqualify Liell from voting.

The board has delayed taking action on the permit since May, but is scheduled to make a decision Wednesday.
