More than 5,000 clean syringes have been distributed as part of a month-long needle exchange program in Scott County.
Gov. Mike Pence authorized the temporary program when he signed an executive order declaring a public health emergency in the county last month.
Health officials say the number of people participating in the exchange has doubled in the past week, with 86 people signed up.
At the same time, the number of HIV cases in southeastern Indiana continues to grow. Health officials say 24 new cases have been reported in the past week, bringing the total number of cases up to 130.
To help combat the outbreak, a Community Outreach Center has been setup in Austin where people can go for free HIV testing and clean needles. A mobile needle exchange unit is also going door-to-door encouraging people to sign up.
Police say those who participate in the program won't be prosecuted.
