Orange Co. Repeals Roadway Horse Regs. After Complaints From Amish

Orange County commissioners repealed an ordinance this month that aimed to solve a smelly problem.

The county's home to about 300 Amish families who use horses and buggies to get around.

County Commissioner Don Brewer says over the past four years he's received numerous complaints about horse manure getting trapped under cars, so commissioners passed an ordinance to address the issue.

"We drafted an ordinance that said that any horse on county road would require a diaper or a cooper, whatever you want to call it," Brewer says.

The fine for the first offense was up to $500 dollars and up to $2,500 for the second offense.

But members of the Amish community spoke out during a recent meeting, saying the decision was unfair and they weren't included in the discussion.

As a result, commissioners ended up repealing the ordinance. But Brewer says the conversation will continue until a solution is reached.

"We're not out to get the Amish or anyone involved we're just trying to keep the county roads a little cleaner so the rest of the public doesn't have to drive through this," he says.
