The city and county have not released any plans or guidelines for Halloween this year.
Officials from the mayor’s office said in an email they will defer to advice from the Monroe County Health Department. In a separate email, Public Information Officer Kathy Hewitt said the county will follow CDC guidelines, and they hope to finalize fall holiday recommendations soon.
Indiana State Health Commissioner Dr. Kris Box said last month that Indiana could have a safe Halloween, but local officials should decide whether to allow trick-or-treating. The city of Carmel has released plans for traditional door-to-door trick-or-treating, with the recommendation everyone wear masks.
The CDC lists traditional trick-or-treating as a “higher-risk activity” and recommends one-way trick-or-treating where individually wrapped goodie bags are lined up at the edge of a yard for families to grab and go while continuing to social distance.
Both the CDC and Box recommend avoiding crowded Halloween parties.
